Government supports night economy with noise complaint policy

The government has decided to adopt ‘Agent of Change' principles into planning legislation in a move that will support longstanding bars, pubs and clubs facing noise complaint issues from new developments in their area.

 

The principle means that developers in England will be responsible for dealing with any soundproofing for their new properties if they are built near a previously established business such as a music venue.

 

The policy follows a long campaign by activists and MPs to change the rules to protect the night-time economy.

 

UKHospitality chief executive Kate Nicholls said: "Nightclubs and gig venues are some of the UK's most valuable businesses in terms of their social and cultural importance, as well as providing fantastic economic value.

 

"We are home to some of the best musical talent and most famous live music venues and nightclubs in the world and it is vital that their status be safeguarded.

 

"We lobbied hard for this, so it is a very welcome, sensible and positive step for which the government must be applauded, as it will help protect and support venues across England."

 

Labour MP John Spellar had previously introduced a bill calling for the changes to planning rules, but has since withdrawn it after the government committed to carrying out his proposals.

 

The MP told Music Week: "This is a great result for campaigners, activists, music venues and the music industry as a whole, who have fought for years to make this legislation a reality and halt the decline in music venues.

 

“Having adopted the measures contained in my bill into law, it is now vital that councils ensure these are implemented effectively â€" to make sure reality matches rhetoric.”
